Participation Review Bed Requests
Under 55 Pa.Code § 1187.21a (relating to nursing facility bed requests-statement of policy), the Department of Human Services is required to post the notice on the website listing requests received from nursing facility providers for an increase in the number of the providers' licensed and MA-certified beds. The public notice gives the opportunity for interested persons to submit comments regarding the notice to the Department

BED TRANSFER REQUESTS
Nursing facility bed requests are reviewed bi-annually and decisions are rendered based on the Statement of Policy Annex A published in the Pa. Bulletin, April 3, 2010 issue. Bed requests are batched into review groups based on the year and date of receipt in accordance with the Statement of Policy. Group 1 consists of bed requests received from Jan. 1 through June 30 of a given year with best efforts made to render a decision by Dec. 31 of the same year. Group 2 consists of bed requests received from July 1 through December 31 of a given year with best efforts made to render a decision by June 30 of the following year. Bed request decisions are as follows:
Participation Review Exception Requests
Below is a listing of all nursing facility exception request decisions issued since the inception of the participation review process in 1998. The requests are reviewed biannually and decisions rendered based on the guidelines listed in the nursing facility exception request statement of policy published at 28 Pa.B. 1138 (Jan. 10, 1998).
Exception requests are batched into review groups based on the year and date of receipt by the Department. Group One consists of exception requests received from January 1 through June 30. Best efforts are made to issue decisions on these requests by December 31. Group Two consists of exception requests received from July 1 through December 31. Best efforts are made to issue decisions on these requests by the following June 30.
