​Bureau of Quality Management and Data Review

The mission of the Bureau of Quality Management and Data Review is to support the department's goal of public accountability.  By using proven methodologies and evidenced based practices, the Bureau of Quality Management and Data Review works to ensure that adults and children with mental illness and/or substance use disorders, and their families receive high quality services from the Department of Human Services.  Additionally, the bureau works to ensure that those in our care are provided a voice in the oversight of the services they receive. The bureau is comprised of two divisions: the Division of Quality Management and the Division of Systems Management and Data Review.

The Division of Quality Management's responsibilities include:

  • Evaluate the quality and effectiveness of behavioral health programs by systematically monitoring and evaluating the quality of care and services
  • Develop and implement a Quality Management work plan that identifies specific activities, measures and indicators that are the focus of the Quality Management program
  • Staff the OMHSAS Quality Management Committee, including consumers, stakeholders, providers, county representatives and OMHSAS staff, to develop goals and review outcomes of QM activities
  • Oversee the satisfaction, complaint, grievance and appeals processes for consumers and providers, including technical assistance to ensure that members understand their rights to file a complaint or grievance
  • Disseminate information so that the outcomes of quality activities are reflected in program changes

The Division of Systems Management's responsibilities include:

  • Identify, collect and analyze data from the counties, managed care organizations and providers; monitor the source and quality of the data
  • Assist in the development and enhancement of system capabilities so that full, accurate data is collected to assist OMHSAS in reporting on services provided and assessing the outcome of those services.
  • Generate performance outcome reports for federal agencies, the Commonwealth and OMHSAS that detail the amount of services, cost of services and characteristics of persons using services
  • Provide data support to behavioral health business partners necessary to assist them in meeting their data reporting obligations to the Commonwealth
