​Bureau of Policy, Analysis and Planning

The Bureau of Policy, Analysis and Planning is responsible for the policy and program development for all inpatient, outpatient and ancillary Medical Assistance services in both the fee-for-service and managed care delivery systems, as well as managing the functions of planning, data analysis for the Office of Medical Assistance Programs (OMAP). 

Planning, Evaluation and Analysis 

  • Develops cost impact analysis of policy and proposed legislation 
  • Analyzes and reports program data
  • Develops waivers for mandatory managed care and home and community based services
  • Maintains OMAP Statistical Report

Regulatory and Program Development 

  • Maintains Pennsylvania's State Plan
  • Develops and recommends program policy
  • Develops and promulgates regulations
  • Acts as a liaison with the Centers for Medicare and Medicaid Services (CMS); and intra-departmental and inter-governmental offices
  • Analyzes legislation
  • Coordinates the Medical Assistance Advisory Committee (MAAC)
