COMPASS (Commonwealth of Pennsylvania Access to Social Services) is a website that lets people and community-based organizations to read about, apply for and renew a large range of social services. COMPASS serves as a single access point for:

  • Health care/Medical Assistance coverage
  • Food stamps benefits
  • Cash assistance
  • Subsidized child care
  • Long-term Care
  • Home and community-based services
  • Seasonal home heating assistance (LIHEAP)

PROMISe™ (Provider Reimbursement and Operations Management Information System ) is a web-based application for registered providers. PROMISe™ is a HIPAA-compliant claims processing and management information system. PROMISe™ is a single system that processes human services claims and manages information for numerous commonwealth human services programs managed by the Offices of Medical Assistance Programs (OMAP), Mental Health and Substance Abuse Services (OMHSAS), and Developmental Programs (ODP). In addition, PROMISe™ processes some claims for the Departments of Aging and Education.

HCSIS (Home and Community Services Information System) is a web-based application that serves as the operational system for all Department of Human Services program offices that support the home and community-based services programs and Medicaid waivers. Those offices include ODP and OMAP. HCSIS includes quality, client, financial and reporting functions. It works together with other DHS applications including MCI, MPI, PROMISe™ and COMPASS. The HCSIS individual support plan is the authorizing document for HCBS claims for DHS and the Pennsylvania Department of Aging. The data from HCSIS also feed the Department's Enterprise Data Warehouse to support management reporting, risk management and quality assurance.
